Is the approach informed and supported by the community it wishes to serve? Does the solution address community and stakeholder needs, engaging them in an ongoing, inclusive way to ensure long-term impact?

Clear understanding of the community with a collaborative approach grounded in convincing tactics to align with community needs and engage stakeholders in the short- to long-term.

Will the solution meaningfully increase the well-being of refugees and transform lives? Is there an innovative approach to build on existing efforts, scale to meet growing needs, and measure results?

Promising approach that incorporates some existing efforts, some potential to meet expanding needs, with limited benefit to the community. Acceptable plan to measure results.

Does the team have the experience, capacity, creativity, and understanding of local conditions to mitigate risk, deliver the intended results, and scale successfully? Is the plan and budget practical and sustainable?
